How to Understand a Sump and Laudan's Writings

Within hermeneutics there's a lot of debate about kind of what method you should bring to this task of understanding. Each school of interpretation is going to have its sort of go-to method it's go-to conclusion and um the question is does one need a theory of mind or a hermeneutic methodology to know how to approach a sump and laudan's writings or the speeches of a politician? You certainly for example have to understand the cultures and the gigantic cultural gaps that people in other countries don't understand because we think we're being scientific right but of course we're beingscientific within our own culture.
