Most situations in which we make decisions involve some kind of uncertainty. Uncertainty means that the state of all possible future events that can happen isn't known. So risk is when we know the probability. Your example is roulette or if you're rolling a dice,. A chance of one in six of rolling a two in dice for example, a chance of x million to one whatever it is of winning the lottery. Understand that's risk without uncertainty.
