Is There a Presidential System in the United States?
CNN's John Sutter looks at the difference between presidential and parliamentary democracies. He says in a multi-party system you could have a president, but also a prime minister. The power of the president is the power to persuade, writes Sutter. Congress has become increasingly disfunctional because it is polarized, he argues. And when you have divided government, you basically have a congress that sos in a stonewall the presidency.
