The Problem With SIPA
SIPA was designed to address that very problem, as you said. In the Trump case, who, as you mentioned, we're dealing with 31 documents. And it's true, the government could have included all 31 in one count, if it had wanted. But it also could have included something like, what, 300, whatever number of classified documents that were recovered from different locations and put those in charges.
