The courtz of catalonia was one of the of earliest, regular, permanent parliaments in europe. It claimed for itself the right to veto any new taxes or laws that the rulers tried to enact. The courts promulgated a set of constitutions which were basically written proclamations delineating the special right s of subjects. Each state would have representatives in the courts.
