Twitter is using a flagging system to try and curb the use of offensive hashtags. CNN's Jarrett Bellini says Twitter should release terms of service that specifically say you can't harass anyone. "I think it's ridiculous for people to assume that Twitter is going to have real people reading tweets," he said.
