Why Hasn't Boris Johnson Declared Yet?

Boris Johnson met for Rishi Sunak last night and it's quite clear it didn't lead to the pair deciding to have a pact or, you know, a joint ticket. But since then Boris Johnson has spoken to his core base of MPs where he's saying that he wants to get the party back together. And he's ready to welcome lots of figures into his government, forget grudges and learn from his mistakes. That said, why hasn't Boris Johnson declared yet if he's so adamant that he want to be the next Prime Minister? Yeah, I think that is an interesting question.
