The Constituent Congress was almost entirely civilian. Only 70 of the delegates held any military rank at all, and most were like third tier colonels or lieutenants. Most people didn't know that they were happening; those who did often cynically assume that Carranza was just going to present a draft of a constitution for the congress to rubber stamp.
