Kistama seems to be framing a debate over reform. He gave an interview to the observer. The headline I'll be bolder than Blair on public service reform. It can become a problem for Labour to pledge anything that costs money. Instead of it appearing like a promise, it's portrayed as a threat. Stama and Reeves are doing what Blair and Brown did pre-97 - not at Hainey will be committed without explaining where the money comes from.
