Tommy did this in taganga, a little fishing village located on the caribbean coast of columbia. Tommy says that the harbor was run by the native tribes, and that the chief was a good d of his. These locals helped him load the weed on to smuggling ships that pulled into the harbor. There were always some military check points, but they knew the right guyse to pay off.
