There's a valid concern that when you engage in civil disobedience, you aren't necessarily addressing your government. Gandhi was not addressing British rulers in India; he was addressing the local people of India. Mandela and Oliver Tambo did a lot of recruiting or support for the ANC and the anti-apartheid cause.
