Are We Going to Need Leaders at the State Level?

We're going to need leaders at the state level if we can't get them quite yet at the federal level willing and able to pass. I would be least surprised to see rumblings in this direction coming from the Mountain West, coming out of Arizona,. Florida, Texas, Arkansas. There are some some representatives of those states kicking around in Washington who I think are worth watching.
