A pill mill is a clinic for which people go due to pain, usually some type of unobserved pain. What pill mill legislation does is that it actually puts limits on how many prescriptions a particular patient can receive. It sometimes puts limits on who can run a pill mill, so not all these are actually run by physicians. So it's a way of limiting the number of pain medications that are going out in a specific area.
