We tend to overestimate risks when they are emotionally saturated or when they are presented concretely in a narrative form. So when you're looking to have people view a particular rare event as especially likely, you should try and make it very vivid and very picture oriented. And when you're talking about trying to make it seem less likely,you should make it more abstract and more statistical.
