There is a theory going around that he actually didn't replace anyone and he was always the one who married Peggy. We never actually learn about Peggy's husband and even when she's married in a flashback, she has a picture of Cap, not someone else. One additional possibility is that what we're dealing with here is a retcon. Retcon is a term of art in the comics community. It stands for retroactive continuity. And it could be that the writers of previous movies had intended to imply that Peggy was married to someone else. And then the writers of in game thought different and they got this better idea.
