The notion of causation is very well suited to play that role but it's not different in kind than the kind of causal impact a cow can have by kicking over a bucket. So I think when we're talking about free will we're specifically interested in the ways in which our intentions and decisions can impact the movements of things in the world. We want to understand how voluntary behaviors or the kinds of intentions that we form can have a causal impact on the environment.
