How to Hire a Good Software Engineer

I want to encourage more founders to consider a pathway that doesn't involve constantly delegating everything to a bunch of other people. I think it'd be much easier to hire a really good CEO of a small, you know, sort of like 10 person company. Then it would be to hire somebody who can invest in software companies better than me.
