When the extension gets run the second time has access to the library load context so it knows that this is like a library style and it can case stuff in there from the first run if it wants sort of oh we do say a quick feature it's a recent not many places at the moment it's mostly used to sort of fairly technical low level stuff such as CGI beans which are being regenerated each time they're updated.
