The book goes after some of the common ideas about what this war was about, which is retribution. Many of the same exact people were in the administration who had been in the first bush administration. I found no evidence that there was a pre cooked agenda to do whatever it took, including military intervention. The author says Bush's real priorities were domestic and not foreign policy.
