CBP one is essentially a phone app for asylum. In Tijuana, about 44% of every migrant who has gotten a CBP one application to enter the country is a Russian national. So you have this situation where a relatively affluent 10% of the population is getting almost half of these humanitarian protection appointments that are designed for the world's most vulnerable people.
