The way the US dollar became dominant was through many, many decades of just free market reserve holding. The SEC's enforcement model is through like professional licensing of CFA's and all sorts of other things. But it's not necessarily their enforcement when they take you to court. It's the enforcement through the entire infrastructure of the financial system.
