After 1991, the Ukrainian state started trying to find its feet. There was constantly this tension between Russia leaning faction or somebody that would gloss over the differences and say we're basically Russian. So there was a long element of these birth pangs in the period after 1991. They had a better hand of cards than mainland Russia in that they had more talent. The best thing for a country that you would hope for is to have no natural resources so then only intellectual capital is the way to get ahead.
