What it needs is for people to recognize the problem and stop looking for outside enemies. There's been a huge focus from the right in particular on the Mexican cartels and outside enemies bringing this in. Even when it comes to driving safety or guns, there's this very strong belief in solutions that are tackled by the bad guys.
An appalling record compared with much of the rich world is not just down to drugs and guns. We ask what changes, both in policy and philosophy, might reduce the death toll.
