Is Right's Law Kicking?

The reason there's so much enthusiasm around smaller, modular nuclear is is the idea you're going to get something like right's law kicking if you're manufacturing more often. But i will bet a hundred to one against that succeeding really. And we have other technologies that are way ahead of them now. So they're coming from way behindd they're chasing a receding target.
