David Frum dropped out of Columbia University to work in a nonprofit. He says he was doing microelectronic assembly with his hands and got fired for wearing nail polish. Since then, he's spent most of his career thinking about how the labor market affects people's livelihoods. "We believe strongly that the tools required for work were changing," Dr. Frum says.
