America's Unwritten Constitution

I'm not incredibly optimistic on either count. I don't know what's easier, honestly, amending the Constitution to address the multi-decade spiral of dysfunction or ending it through congressional will and through congressional leadership. So filibuster reform can be done immediately. Only you need just two votes by simple majorities of the Senate. And you can change anything. That's what Reid did for lower federal courts; that's what McConnell did for Gorsuch. We already have the possibility that without an amendment, don't need a statute. Most doesn't need to be involved or presidential presentment. Two proposals that I took seriously in this chapter are America's Unwritten Constitution. Some state constitutions actually have
