How Do You Define Character Agency?

"If a character's decisions are quickly undone or have no consequence, they still do not have agency," he says. "Sometimes characters can seem to have agency, but it's just busy work." He asks writers to come up with three viable options for the situation in which their character is placed and then marks them off if they don't follow through.
