Is Culture More Important Than Talent?

If you're building a business, or if i'm trying to create a team, how can i radiate that positive culture? I think it really is down to the tactics. Most companies should be running what i call like a vision meeting,. It's just repetition of the vision to the entire company. And then talk about the vision, breaking it down to the actual mission and then the values. They will go find somebody else wo has beter values. If they don't fit those values, they just can't work here.
