What Is Thrust Vectoring?

What is thrust vectoring which is used in modern day fighter jets like Suhoi S 230 MGI Lockheed Martin F 22 Raptor and how does a radar on a Fs 400 system detect strength jets but a conventional radar cannot? Actually, all radars can detect stealth jets. The question is at what range? That's the only question.
