The Pirates of the Confederacy
At its most powerful the Confederacy had more men that both the British and Spanish fleets combined when they were fighting each other in the war in 1588. In 1808 the pirates routed a provincial commander who had been sent against them. They killed him with a cannon shot during battle and destroyed half of the regional fleet. Despite previous failures, still in 1809 there was a new admiral with some hundred imperial warships who went out to fight the pirates,. Initially he fell like, oh I beat them back... but sinks worked for a little bit.
