The Probability of a Strong Tendency to Happen

Theory is not an explanation of why something happened. The universe had a tendency for Athens to defeat Sparta and yet it lost the war. A good theory would be that they chose certain good strategies and they won the battle. We don't know what reality actually works this way so we can't really comment on how AI might work.
