The Importance of Knowing What to Do
This applies to far more than what you characterize like a Sandy Hook type scenario. It could be an auto accident or someone comes upon and could be at home on the job. One of my trainers that provided me my initial training, she's an emergency room nurse. She was talking about being in a place where she was skiing and somebody was early in the season.
