How to Transform a Private Actor Into a State Actor
In jailhouse snitch cases, a prisoner has made a deal with the government. And then they try to go elicit information from other prisoners. In most of those cases where you have such an agreement, regardless of what the government says or we're trying to get this specific information, you sort of are transformed into a government agent by the agreement itself. The direction doesn't need to be all that government driven, if you will.
