Biological brains do not really have that. There is a period when you do not yet have learning, that the neurons are in a state where they'd not yet excitable cells. And then there is this break you talk about, and then learning starts. These are not separable processes from the agrithmic growth process. It's all one big process. I mean, there horific experiments i don't even want to tell you about to deprive am a human of a certain iet after birth,. m and then certain things will never develop.
