Is There a Cyber War?

Jeffrey Toobin: There's no real good definition for cyber war. He says if there is a conflict taking place around the world somewhere and one modality of that conflict is being waged in cyberspace, then I would consider that an act of cyber warfare. So does it have to be fully attributable to a nation state in order to be cyber war? Let's say a hacker breaks into a foreign country and doesn't do good about covering his tracks,. And we know he's an American. Is that cyber war America against whoever he attacked? "It's in the eyes of the beholder," Toobin says.
