Believar and Santander - A Brief History

Bolivar and Santander were allies in the revolution against Spanish rule. Believar's constitution was rejected by a majority of delegates, who favored saint ander over bolivar. Pedia tried to take control of cartagena but couldn't raise enough support for his revolt. Bolivar fled up the river to okana where he sought the protection of santander.
