Incentivize Semi Conductors in India

The Indian government is trying to attract global shipmakers to set up semi conductor plants in the country. They recently cleared a ten billion dollar pealize scheme for this purpose. Despite all the progress, we still don't make the big money parts the semi conductor chips. It's been a sore point of sorts, and the government has been trying to fix it.
