The Limits of the ADA
The federal court system has been pretty consistent at like letting state universities off the hook saying that they're allowed to discriminate against disabled people for cost benefit analysis reasons. The ADA already has this fundamental limitation where it's designed to essentially reflect the economic valuation of life and people who are incarcerated "are experiencing the most sort of negative cast of economic valuation" you can possibly have in society, he says.
