The Humanitarian Coordination System in Ukraine

In the Fuhr you had a government that basically tried to kill off a good chunk of its own population. And in the tsunami you had a bunch of middle income countries with strong governments who were temporarily overwhelmed by natural disasters. Now those two are very different in between themselves. I'm not sure that the problem was it was designed for the wrong context. We do have a lot of humanitarian assistance coming through different philanthropies and charities. It's more of an opportunity for us to learn. Because what we have right now, the cluster system in Ukraine clearly is not fit for purpose because it's supposed to coordinate but it only coordinates itself.
