The Journalism Competition and Preservation Act is being pushed by Sen. Amy Klobuchar, D-Minnesota. The legislation would allow smaller publications to collectively bargain with Google, Facebook, and others. But the bill also includes a subsidy for news organizations that are reliant on government money.
