In 1802, Payne was a total pariah in America. He felt personally betrayed that George Washington did not do more to free him from French prison. After Napoleon's ambitions and seizing the power over the Republic, Payne essentially called him the greatest charlatan that ever existed. But he really did have good friends despite many of the animosities amongst the Federalist presses.
