Pultnt: Peter the great realized that russia was relatively backward comparing to europe. Had he gone west and joined the european union which was feasible, he would now be the largest member of the Europen Union. He is ten % of china. It's almost impossible to compare the opportunities he lost by not moving to an advanced environment where there would be technology transfers.
