Is Britain Better at Making Deals or Is It Just That the Vested Interests Had Less Capacity to Stall Things?

In Britain particularly as the monarchy gets gradually weakened or is less interested in maintaining this I think you get the exact moving it in the opposite direction than much of the continent. The vested interests kind of get bought out by the people who are going to benefit from the new technologies was Britain better at making those deals or is it just that the vested interests had less capacity to stall things? It's a bit like Gandhi other way around if Charles the first hadn't been a stubborn idiot he may have won the civil war and god knows what could have gone wrong but certainly by 1650 1660 we see this guilds starting to decline  that accelerates over the 18th century now they still exist
