Creating a Layer of Buffering on Slashing Caskets

The committee has no power to actuate slashing. They only have a power to veto slash. You need both the smart contractor trigger the slashing and the veto committee to approve it. So this creates a layer of buffering on the slashing caskets risk caskets. Stakers opt into the system only if they trust this dial. If you as a staker don't trust this new committee, you're welcome to leave.
