Is There a Parallel Investing Function Within Companies?

i think ifyo if you really think about it, then it's logical that, let's say, founder or owner operated businesses have out performed over time. And another thing that used to be more common, going way back in the day, would be kind of a parallel investment function amongst inside of companies. But what i'm curious about is why more companies don't take advantage of this structural opportunity to invest? It just seems like the most obvious thing you could ever come up with.
