How to Make Vendors Relatively Good

In the Star Wars films, Vader is essentially, you're all powerful. But by the third movie, we are seeing pieces of his character and he actually becomes very interesting. And then we go back to the first three films and he turns into the whiny farm boy. How do you make a villain that people will like and yet can still be a villain?
