Policy Options: Standalone Funding vs. Omnibus Spending

This is an emergency moment in the united states. Are we about to face a food stamp civil war in this country? When democrats and the deep state intentionally cut off food stamps and the EBT program for low income Americans they did so intentionally as part of the government shutdown. Why?
