The risk is what determines who should be treated. If someone is perfectly healthy and hasn't got a predicted high risk of carapascl disease, probably no one would want to do anything. But if you've got a combination of risk factors whether this is you smoking, having diabetis being an old age category, they should be considered for treatment - including blood pressure lowering treatment.
