Before industrialization it was very common for entire families to participate together in harvesting and other agricultural duties. In the 19th century England passed laws that regulate women and children's labor in almost the exact same way. The capitalist class best interest for the children to be at home growing and developing is not being injured for life or dying in a factory because then they're gonna grow up more productive workers.
