The Common Good: A Private Good

There are certain tomas or soi di sant tomas such as Robert George who think of the common good as an instrumental good. And isn't it their sort of way you could say happiness on a natural level is contemplation? The state provides me with peace, which means that there's not war. It means I have food and shelter but then everyone looking at it together, you're each having a private good. Even though it's shareable in a way, it's yours alone. Where does this, how would you respond to this, Elliot and Potter?
